The Official Journal of the European Union (OJ) is the EU's official gazette. Regulations, directives, decisions and other legal acts are published in its L series, and information, notices and preparatory documents in its C series, in all 24 official languages. EUR-Lex publishes new issues every working day, and since 1 July 2013 the electronic edition has been the authentic one with legal effect, under Council Regulation (EU) No 216/2013.

Publication in the OJ is the step between adoption and legal effect. Each act states when it enters into force, and the default under the EU Treaties is the twentieth day after publication. Application can come later still, so the OJ date alone rarely answers the question of when you have to comply. Two recent examples:

  • The DORA subcontracting standards, Commission Delegated Regulation (EU) 2025/532, were published as OJ L, 2025/532 on 2 July 2025 and applied from 22 July 2025. Teams that waited for the OJ had 20 days; the impact assessment template walks through that timeline.
  • The Digital Omnibus on AI, Regulation (EU) 2026/1744, was published on 24 July 2026 and entered into force on 27 July 2026, the third day after publication, because its own text said so.

For monitoring, the OJ is a tier-one source: final, binding text with a date on it. It is not a horizon, because by the time an act appears in the L series the drafting and most of the negotiation are over. Pair it with consultations, draft technical standards and the legislative procedure files, and record the publication, entry-into-force and application dates as separate fields.
