Regulatory Horizon Scanning
Regulatory horizon scanning is the systematic search for regulation that has not taken effect yet: proposals, consultations, political agreements and rules that are adopted but not yet applicable. The UK Government Office for Science defines horizon scanning as "the systematic collection of insights on emerging trends and weak signals of change" in its Futures Toolkit. Much of the raw material is free: the UK's Regulatory Initiatives Grid listed 135 live initiatives over the next 24 months in its May 2026 edition.
Most of the effort goes into deciding which signals apply to your business and keeping a record of what you dismissed and why, because examiners probe that record.
