Regulatory horizon scanning

The systematic search for proposed, consulted and adopted but not yet applicable rules, so a compliance team can plan before a deadline arrives.

Regulatory horizon scanning is the systematic search for regulation that has not yet taken effect: proposals, consultations, political agreements and rules that are adopted but not yet applicable. The UK Government Office for Science defines horizon scanning in general as "the systematic collection of insights on emerging trends and weak signals of change to identify potential threats, risks and opportunities" (Futures Toolkit, updated 29 August 2024). Compliance teams point that method at legislatures, regulators and standard-setters.

The dividing line with regulatory compliance monitoring is the publication of binding text. Monitoring catches a final rule, an amended handbook or an enforcement action once it exists. Scanning works the stages before that, following each development through its lifecycle stages from a first signal to an application date, so the team gains runway instead of inheriting a deadline that is already half gone.

Regulators often publish part of the horizon themselves. The UK's Regulatory Initiatives Grid, compiled by the Financial Services Regulatory Initiatives Forum, set out 135 live initiatives over the next 24 months in its 10th edition in May 2026. A pipeline like that is a free, dated input, but it cannot say which initiatives touch a particular firm. That triage, and a written record of what was seen, what was dismissed and why, is the part of the discipline a supervisor or auditor can test.

A working scan has four parts: a written scope (jurisdictions, business lines and topics), a tiered source list that includes consultation pages and official journals, a fixed cadence, and a register that records each item's stage, expected timing, owner and decision. Items that become binding move into regulatory change management for impact assessment and ownership.
