Regulatory Change Management

Regulatory change management is the work that starts once a change is confirmed: deciding whether it applies, assessing its impact, assigning an owner and a deadline, and keeping the evidence. US bank examiners score it by name. The FFIEC's Uniform Interagency Consumer Compliance Rating System, published at 81 FR 79473 in November 2016, makes change management one of four assessment factors under board and management oversight.

The work is slow even when detection is fast: CUBE's Cost of Compliance Report 2025 found that 74% of firms need more than a year to implement new regulations. The guides in this hub cover each step. Separate intelligence, scanning and change management first, then write an impact assessment, keep an obligations register and a change tracker, and adopt a written change management policy that examiners can test.
